A evolução do processo de planejamento estratégico do BNDESuma análise à luz da Teoria da Agência

Resumo

This study aims to analyze the evolution of the strategic planning process of the Brazilian Development Bank (BNDES), in order to assess the extent to which the recent state-owned companies law contributed to the effectiveness of this process. The research is carried out under a mostly qualitative approach, of a descriptive character, in the sense that it will seek to expose the characteristics of a phenomenon, however without necessarily explaining it to exhaustion. The research has showed that the enactment of the recent stateowned companies law did in fact represent an inflection in the history of BNDES strategic planning in terms of the effectiveness of results linked to the execution of public policies and governmental guidelines. The main limitation of this research is verified insofar as it focuses on the effectiveness mechanisms for the execution of the BNDES strategy, however without entering into discussions regarding the effectiveness of the Bank's performance itself. The results may contribute to the assessment of new benchmarks on the field of public development institutions, with regard to the search for strategies that guarantee the effective dialogue of these institutions with public policies. Once best practices in strategic planning are observed, public development institutions can contribute more effectively to the public policies to which they are related, generating better impact on society. A structured research on the historical systematic of BNDES planning cycles, in itself, represents a significant advance in the field of studies in public administration, since the specialized literature needs a consolidated analysis of this process in the context of the Bank.
