A abordagem da cidadania cultural na formulação do Plano Nacional do Livro e Leitura – PNLL

Resumo

This dissertation has as central subject the entailing of the cultural right in the construction by the current Brazilian government of the public politics of reading. The regulatory landmark guarantee of the cultural rights/democracy analyzes the concept of cultural citizenship relating it world-wide as part of the target of the citizenship in democratic societies and presents in details the National Plan of the Book and Reading - NPBR. It demonstrates, using available information, the picture of reading in Brazil, how the NPBR answers to the cultural demands of the Brazilians, inserting them in the symbolic world of the reading and investigating if the principles of the Plan will take to the attendance of its proposed goals. Attached is offered part of the mentioned international legislation in order to give consistent information on such treating.
