Uma análise sobre o alinhamento entre as ofertas de cursos de ensino profissional e técnico e as necessidades do mercado de trabalho

Resumo

Purpose: This study aims to identify the alignment between the Professional and Technical Education courses promoted by the Ministry of Education (MEC), through the “Bolsa Formação” program, and the vacancies occupied in the job market, identified through the Annual Information List Social Security (RAIS), from the Ministry of Labor and Employment (MTE), to identify whether there is any complementarity in these policies Methodology: The research, of a qualitative nature, made use of secondary and primary data. The secondary data collected and analyzed were data on EPT courses offered in Brazil, available in Power-BI on the MEC portal, and data on marketing needs available in RAIS, which aims to identify the sectors with the greatest growth each year. Data from 2011 to 2021 were analyzed, considering, on the one hand, the five most offered courses in the country each year, and on the other hand, the variation in the stock of vacancies created in the equivalent sector. The primary data collected and analyzed comes from 9 interviews carried out with authorities who participated in these policies during the period. Findings: The study did not identify, in general, the existence of alignment between the offer of EPT courses and market needs in the analyzed cases, although some more successful practices were identified. Delimitations: The study focused on the five most offered courses each year, on the one hand, and their comparison with the needs of the labor market in the same two municipalities, on the other. The analysis of all Brazilian courses and municipalities went beyond the scope of this work. The unit of analysis took place between the years 2011 and 2021, considering that the RAIS data for the year 2022 had not yet been made available at the time of the research. Research Limitations: The main limitation found by the study was the fact that the comparative analyzes were limited to a few courses, in a few municipalities, as well as the restricted number of respondents. It should be noted, however, that the objective of the research is not to make generalizations, but to contribute to pointing out the need for greater alignment between the offer of EPT courses and the demands of the labor market in Brazil. Practical contributions: The work presents suggestions, based on the information collected, which can be used by future public managers, aiming to bring professional training closer to the needs of the world of work. Social contributions: The development of public policies that are better designed and implemented can positively impact the lives of many students who are looking to enter the job market or increase their income. Originality: Studies that connect the EPT offer with the needs of the labor market are still infrequent in Brazilian academia.
