Twenty-two years of housing policy (1964-86)creation, history and extinction of BNH

Resumo

This article analyzes the complex relations between politics and housing policy in Brazil during the last decades. Even though it has been possible to discover an association between greater investments in low-cost housing and periods in which the government sought wider support from the poor, the influence of the political conjuncture on housing policy is not direct, but has occurred as a result of the decisions made in facing the crisis of the Housing Financing System. Besides interacting with the political environment, the performance of housing policy has a1so been affected by several factors, such as target clientele, institutional interactions, the behavior of social groups, its goals, the goals developed in the course of policy implementation, and the professional paradigms, among others. Due to the trade-off between housing policy and other public policies, the challenges of housing problems cannot be faced without an interdisciplinary approach.
