Transparency and reputation as drivers of denior managers' performance

Resumo

This dissertation explores how performance transparency influences the performance of senior public managers. It presents a theoretical model that expands the understanding of performance transparency as a behavioral trigger that activates intrinsic motivators like reputation and status, which then lead to the adoption of management tools such as performance agreements and performance management practices. These, in turn, produce performance improvements, as previous studies have shown. Emphasizing performance transparency in public performance enhances both theoretical and practical concerns, especially regarding the lack of formal and transparent performance evaluation mechanisms in environments with weak institutional accountability. This research centers on the use of performance transparency within the education sector of São Paulo’s state government. This sector is especially suitable for this study. A sequential explanatory mixed-methods approach was used, combining a survey of 349 senior managers with qualitative interviews. Performance was evaluated through a composite of indicators, including the Supervisor Management Output Index (SMOI), which includes metrics like student and teacher attendance, participation in professional development, and feedback practices. Results show that transparency has a direct and significant impact on both managerial performance and the adoption of management practices. Reputation partially mediates the relationship between transparency and performance and also acts as an antecedent to adopting performance tools. Status and social comparison are also antecedents. The study concludes that transparency of performance, by making goals and results visible, enhances accountability, activates social and psychological mechanisms, and helps improve managerial performance. This research offers practical insights for developing performance evaluation systems in the public sector, particularly in developing countries.
