Traduções e desvios, mobilizações e desmobilizações na transparência públicao processo de abertura de dados governamentais no município de São Paulo

Resumo

A regard towards open government data as an opening process capable of revealing networks is what this study has become. What was ultimately found out is that the networks are built in an extensive and complex manner, and that one may lose himself/herself while analyzing such networks. While the primary intent was to seek the different intraorganizational capacities in the conduction of the data opening processes, examining the municipality of São Paulo as a whole governed by a central juridical-normative framework and coordinated by a single entity, what was revealed were practices that were translated and detoured by mobilizations and demobilizations. We speak here, therefore, of how an idea is interpreted by the actors around it, of how the concept of open government data emerges in municipal management and of how such concept has been translated over time. The Actor-Network Theory was utilized as a theoretical framework, and we sought to describe in detail some processes of data opening, so as to bring about their complexities. Our focus was placed upon two cases of data opening: the eSIC-SP database and the Official Gazette of the city of São Paulo database. Such non-human actors were chosen because, unlike most of the others, they are made of texts and archives. And also, because the opening process of one of them one took place within the very entity that performs its management, whereas the opening process of the other one involved at least four different entities. As a result, it was realized that the non-confrontation of typical demobilizations - such as the initial barriers created by technology companies - lead to detours and new translations, whose results are different from those originally intended. Along the way, discussions were held on issues concerning the alignment and misalignment processes caused by political cycles, governance in the public sector and normative views of public transparency, which must be inserted into the concepts of open government data, so that such open government data may actually fulfill its technical-political potential.
