Resumo

Purpose - To propose a data analysis model that enables continuous monitoring and adjustment of health resource allocation at the municipal level. Methodology - The study adopts a quantitative methodology, using multivariate analysis and applying statistical treatment to a specific database. Findings - The association of variables such as vaccination coverage, adjusted and avoidable mortality, primary care-sensitive mortality, adequate prenatal care, primary care coverage, and hospitalizations with per capita health expenditures highlights the need to align financial investments with performance indicators. Municipalities that succeed in balancing these dimensions tend to present better health outcomes, reinforcing the importance of policies that prioritize cost-effective interventions, especially in contexts of limited resources. Research Limitations - Regarding the quantitative aspect, the dimensionality reduction applied to the 113 indicators was based on correlation criteria, which resulted in a simplification of the data. This may have concealed important nuances present in individual indicators that are not directly related. Furthermore, the analysis was limited to the period from 2014 to 2021 due to the selection of available data and the assumption of completeness in the indicators' reporting, which may have excluded important variables or specific periods that influence decisions on resource allocation. Finally, the research was based on informal conversations with former health secretaries, which may have led to a limited sample with subjective bias. Practical Implications - It provides municipal managers with guidance on the main indicators to be monitored for assessing the quality of local healthcare. These indicators were identified through statistical analysis, are already part of regular data collection routines, are practical to analyze, and offer strong insights into the overall health conditions of the municipality. Social Implications - The creation of a Municipal Health Observatory enhances transparency and social accountability, promoting the participation of various stakeholders in the monitoring of public health policies. Originality - Using a public database and applying statistical data treatment to select easily accessible indicators that nonetheless provide significant insights into municipal health, followed by presenting these findings through a municipal observatory, represents an original and innovative approach.
