Resumo
Having decentralization as his starting-point, the author focuses the problem of regional power. He examines the subject under a predominantly political view, identifying regional interests according to the modem technique of peripheral mobilization. When discussing relevant aspects related to the municipalities, the author states inclination toward the modernization of the Brazilian State, implying that it means delivering the power to the people, to whom it legitimately belongs. Now, just previously to the elaboration of a new Constitution, the moment seems ideal for debates on the regional phenomenon, as a means to promote economic and social development in the peripheral areas.
