Resumo

The purpose of this paper is to examine the Reagan Administration's policy regarding the Senior Executive Service (SES). Though the Administration has no explicitly stated SES policy, the evidence suggests that the it is ignoring those aspects of the system associated with the development of a cadre of top level executives involved in policy formation while fully utilizing those that enhance political responsiveness and managerial control. Further, this is a reflection of the President's desire to return to a more limited form of government in which there would be no important policy involvement on the part of federal executives. That is, where the executive is someone who merely implements the policies of elected officials. This is in keeping with a sharp distinction between politics and administration.
