The policy for utilization of nenewable natural resources - The Amazon region and the extractive activities

Resumo

The article intends to offer some elements for an analysis of the proposal advocating creation of Extractive Reserves in the Amazonian Region, as one possible alternative for definition of a Policy of Utilization of Renewable Natural Resources in said area. Since the Brazilian government controls within the limits of a landstrip of 8 % the deforestation put into effect in the Amazonian Region, the article asks, in its Introduction, which are the alternatives considered for development of the resources extant in more than 90% of the territory suggesting that, parallel to the restrictions determined by the conservationist units, some institutional instruments be identified for valorization of these natural resources, as a real policy of regional development. From traditional concepts of extractive industries as an outmoded stage in the human development, as a predatorious activity and a social system that degrades the conditions of life, the study reaches a definition describing those activities as something distinct from mere collection or annihilation. It goes on to criticize the analysis of Homma as regards the boundaries to extractive industries, presenting a set of new concepts based on the proposals of "Ecological Economics", in which natural resources are seen as a capital and their conservation as a function of the value of scarce resources, and not only of the availability of technology. The article includes a definition, the number of reserves created for extractive activities and a set of arguments on the potential presented for this aim by the Amazonian Region. It proceeds to comment on the traditional economy of the Amazonian Region, presenting data revealed by the 1980 census, stating the volume and the value of the extractive production.The reasoning goes on to discuss the question of the caoutchouc, stressing the fact that it can not be analysed exclusively in economic terms, since it also perform social and environmental functions. There is also an analysis of the proposal conceiving a plan for an Extractive Reserve: agro forest systems, combining agricultural and forest lands. The introduction of technologies to promote the thickening and enrichment of the soil's vegetal overlay, the utilization of brushwood land for perennial plantings, as well as projects for industrial processing of forest products, are equally proposed.
