The new role of the public laboratories in the framework of the reestructuring of State and markets - the case of Ireq (Quebec) and Cepel (Brazil).

Resumo

Public research has to adapt with the changing environment of the world market. The restructuring process of national economies is marked by the radical transformation of the State economic intervention, meanwhile major multinational groups are undergoing major reorganization in search for higher levels of competitiveness. Both processes affect public and private R&D investment. These movements are bringing about profound changes in the electrical equipment industry, redefining long and established relations between large State-owned enterprises, local suppliers and foreign subsidiaries. This paper analyses the technological strategies of two major public laboratories, their limits and potentials as well as the challenges associated with the reestructuration under way. The cases under study are the Institut de Recherche d'Hydro-Québec (Canada) and the Centro de Pesquisa em Energia Elétrica which belongs to Eletrobrás (Brazil). Over the past years, Ireq was able to shift its activities to attend the demand coming from market, while Cepel, which lacks the needed institutional autonomy, is still struggling for a redefinition of its mandate.
