The financial crisis of the state capitals' municipalities (municípios das capitais - MCAPS)the '80s

Resumo

Financial conditions of the municipalities included in the state's capital cities (MCAPS - Municípios das Capitais) have during the '80s had an evolution that forced these units to face a deficit of enormous proportions, This article intends to perform an analysis of the indebtedness of the MCAPS, with a view at detecting some determinant factors which may be capable of explaining the present situation. It is obvious that official help both at state and federal levels is indeed necessary for the solution of such problems but, for their permanent solution, the efforts of the MCAPS themselves are fundamental to a recuperation of their own capacity to finance their public services.
