Resumo

The chapter addresses the evolution of public finance literature by including public expenditure as a fundamental topic of investigation. It highlights that the simple measurement of the size of the State, such as the proportion of public expenditure in GDP, does not offer sufficient information about the quality of the results obtained. It emphasizes the importance not only of the size, but of the composition of public expenditure, highlighting examples such as investment in education, infrastructure and research and development to promote economic growth. Public expenditure is considered crucial for social well-being and the sustainability of public finances, and it is essential to redirect it to areas that boost capital accumulation and support innovation. The chapter reviews public expenditure efficiency analysis methodologies and presents evidence from international comparisons of State performance and efficiency, focusing on the education and health sectors in the OECD.
