Tecnologia da informação, instituições e desenvolvimento localo caso do Porto Digital – Recife

Resumo

Considering the importance of the Digital Port to Pernambuco, the relationship of technological and informational development is analyzed under the light of the innovation systems, from the Information Center (CIn/UFPE) and Cesar. The theoretical framework of innovation systems makes it possible to understand how the partnership between the different institutions was crucial to the capacity for local innovation. For this, it is intended to demonstrate how the relation State-CIn-Cesar. emerged and investigated the benefits of this relationship, identifying the institutional changes generated. The method used for the research was a case study of the institutional relationship between the Federal University of Pernambuco (UFPE) and Porto Digital, through Cesar. It was concluded thatthe articulation between the State, academia and private initiative managed to insert the ICT sector as one of the representatives of the new Pernambuco economy, and the joint action of these three sectors brought several positive externalities to the region.
