Resumo
This study investigates how digital organizations embedded in regulated markets resolve the paradox between competitive agility and rigorous control through organizational design choices, specifically direct supervision and a narrow span of control. Building on the paradox between the digital era’s narrative of horizontality and the persistent necessity of hierarchical structures, the study addresses a dual gap in the literature—the neglect of the control paradigm and the limited exploration of the processual perspective in highly regulated contexts. Methodologically, this research adopts a qualitative single case study design in a Brazilian company within the digital betting industry, drawing on semi-structured interviews with managers and documentary analysis. The findings reveal that hierarchy and a narrow span of control are not remnants of outdated models, but deliberate strategic choices aimed at mitigating risk and sustaining performance. From the data emerges the “adaptive supervision” model, in which vertical structures are used for decision-making and horizontal structures for execution. Within this model, direct supervision—intensified through technology—acts as the orchestrating mechanism of organizational ambidexterity, enabling the firm to dynamically alternate between efficiency (exploitation) and innovation (exploration). The study contributes to theory by empirically validating the strategic role of hierarchy in regulated digital contexts, by proposing the adaptive supervision model as a form of continuous designing, and by identifying direct supervision as a mechanism for orchestrating ambidexterity. It concludes that a design often considered “traditional” may, in fact, represent a more contemporary and effective response to environments characterized by high complexity.
