Structure of planning and educational planning

Resumo

The article accompanies the institutionalization of State planning in Brazil, with an emphasis on planning for education. Special attention is given to the phase of "technobureaucracy", started with the military regimes, and the crisis it faced later on, mainly during the 80 's. Also discussed are some topics on the redefinition of strategic planning for education concerning the present decade, especially as regards the necessity of an effective allocation of resources destined to the primary education.
