Resumo

In this article, the authors intend to study the professional and functional dimensions of individual development, as well as to examine possible strategies and methodologies capable of supporting such dimensions, beside observing their perspectives and limitations. To reach this goal they divided their study in three parts, namely: 1st part - identification of values conditioning people's behavior, within the framework of their educational and functional system; 2nd part - study of assumptions underlying supportive strategies and methodologies concerning personal and professional development; the role played by organizations for training and formation of human resources in the individual growth of public officials; examination of the performance of technical assistance entities in said area; 3nd part - survey of perspectives and limitations of a new approach to personal and professional development, being utilized for this purpose the testimony of an institution for technical assistance now looking for new ways as regards personal and professional development, in the area of public sector organizations. The authors point out that the issue is less simple than it seems, since involving questions of a philosophical, sociological, psychological and cultural nature, of which we must be aware, in order to correctly deal with them, without the risk of accepting the fallacy of using "miraculous receipts", that are incompatible with the real situation.
