Resumo

By dividing the work functions performed in an organization, a separation is also created between the people of which they are constituted. If not carefully managed, such distance between planners and executors (BRESSER-PEREIRA; PRESTES MOTTA, 1986), or workers and owners, or employees and bosses, tends to make it difficult to obtain essential information for decision-making about the future of the organization. The Brazilian third sector Organization in which this study was carried out was selected for its historic endeavor in the protection of human rights and the environment, operating since the 90's nationally and locally with partner communities. The aim of this study is to identify whether the selected Organization is in this paradoxical state, in which its employees have crucial information to solve problems, but do not speak openly with their bosses - also known as Organizational Silence (MORRISON; MILLIKEN, 2000). The origins and effects of Organizational Silence were also investigated, as well as what could be the ideas that support it, known as Implicit Voices (DETERT; EDMONDSON, 2011). Twenty-five semi-structured virtual interviews were carried out with employees of the Organization, looking for traces of the existence, origins and effects of Organizational Silence, and the Implicit Voices that could be nourishing it. In this way, the study contributes to the development of the Organization and of research on administration, providing indications of what are the challenges for managers and leaders to overcome the recurring mistakes in the internal communication processes and relating more closely with employees and subordinates.
