Resumo
This thesis is structured in an articles format, but under the same thematic basis: the impact of the economic crisis of the period from 2015 to 2018 on the Finances of the Brazilian States. In this sense, from the discussion about whether the Fiscal Responsibility Law ensured the financial solvency of state entities and how much it endowed them with the capacity to absorve economic crises, going through the dynamics of the adjustment process (or absence of it) and even, finally, discussing the extent to which political factors may have influenced fiscal performance in this period of crisis. The articles are structured as follows: First Article: Has the fiscal adjustment process of subnational entities failed? The 2015- 2018 economic and fiscal crisis on states This essay aims to assess the pre-crisis fiscal situation of states and the fiscal framework at the end of that period. More specifically, the article shows the fiscal framework in 2014 (the period immediately prior to the deepening of the crisis) and the framework in 2018, looking for indications as to whether the pre-crisis situation influenced the ability to withstand the crisis that would follow. Second Article: The Conduct of the Fiscal Policy of Subnational Entities during the crisis 2015-2018 The different ways of coping with the crisis and the reasons why some entities failed in the process of adjustment and coping with the crisis and for what reason the instruments of budget planning and execution failed are topics of interest in this essay, in addition to seeking to understand the dynamics of the crisis coping process, bringing up the discussion on the dimensions, standards and degree of financial resilience of the states in the period under analysis. Third Article: Fiscal and Political Crisis: Does Political Factors Matter? Evidence in the 2015-2018 economic and fiscal crisis on States This essay seeks to discuss the influence of political factors in the conduct of fiscal policy for subnational entities. Notably if political competition, in the executive and in the legislative, is associated with fiscal performance during the crisis.
