Reformas previsionales en América Latinauna visión critica en base al caso Argentino

Resumo

Las reformas previsionales que se están imponiendo en América Latina no son simples modificaciones en algunas de las variables de los tradicionales sistemas, sino que representan cambios en sus principios de organización. Se trata de modificaciones en los objetivos que se supone justifican la existencia de estas instituciones. Analizando la experiencia de la reciente reforma del sistema previsional argentino, en este trabajo se discuten los presupuestos de los paradigmas que inspiran las reformas previsionales promovidas por los organismos multilaterales de asistencia tecnica y financiera. La conclusión es que muchos de los fundamentos que hoy se esgrimen para impulsar reformas en linea com la nueva ortodoxia no tienen sustento y que los escenarios que se están delineando bien pueden potenciar los problemas de cobertura social de los ciudadanos en edad pasiva.AbastractThe Social Security System reforms that are being carried out in Latin America do not consist simply on modifications to some of the variables of the traditional systems, but actually mean changes in their organizational principles. It is a question of modifications to the aims which supposedly justify the existence of such institutions. Analysing the experience of the recent reform of the Argentinian Social Security System, this paper discusses the presuppositions of the paradigms which inspire the reforms of such systems promoted by the multilateral organizations for technical and financial support. The conclusion is that many of the arguments nowadays brandished to encourage reforms in accordance with the new ortodoxy do not support themselves, and that the scenary which is being outlined at present might well potentialize the social welfare problems of retired citizens.Key-words: Latin America, Argentina - Social Security System reforms
