Resumo
Purpose: Understand how the construction of a network of interinstitutional relations occurs to formulate and implement a policy aimed at homeless people, the POP RUA JUD Project carried out in the city of São José do Rio Preto/SP. Methodology: Single case study on the POP RUA JUD Project in São José do Rio Preto/SP, combined with Actor-Network Theory resources (CALLON, 1984; LATOUR, 2005), particularly focusing on the application of the trajectory of the four moments of translation (CALLON, 1984). Data collection techniques such as direct observation, documentary investigation, and semi-structured interviews were employed. Findings: The analyses confirmed the theoretical characteristics of interdependence and the relevance of informal and interpersonal connections. They underscored the importance of the public policy entrepreneur's role and specific characteristics and skills to align interests towards a common goal. Motivation based on strategic rationality was sparsely observed among participants, with motivation driven predominantly by values, beliefs, and ideals. Additionally, it was demonstrated that the effort of persuasion and negotiation is more intense at the outset of network formation, associated with the first two moments of translation, gradually diminishing due to the expansion of the network and the perception of the results. Research limitations/implications: The choice of the single case study method precludes result generalization, focusing instead on presenting specific insights from a particular case. On the other hand, Actor-Network Theory mandates tracking actors in all their connections without gaps; however, due to the size and complexity of the studied network, as well as resource and time constraints of the research, only the main paths of interactions among the key actors were followed. Practical implications: Through detailing the experience of the specific case and describing some adopted techniques and practices, the research aims to contribute to the enhancement of Public Policy Networks in public management. Social implications: To bring visibility to the issue of vulnerability among homeless people and to encourage the adoption of Public Policy Networks in the social sphere.
