Pronampe solidário para as micro e pequenas empresasuma análise sob a perspectiva da governança colaborativa

Resumo

Objective: To analyze the implementation of the Pronampe Solidário program in the context of the 2024 floods in Rio Grande do Sul, focusing on the experience of access to credit by micro and small enterprises in the Quarto Distrito of Porto Alegre. Methodology: This study adopts a qualitative approach, using a single case study strategy, territorially bounded. A total of 20 semi-structured interviews were conducted with entrepreneurs, bank managers, and public officials, complemented by document analysis. Data were analyzed through content analysis following Bardin. Results: The findings indicate that the effectiveness of the program was conditioned by three main implementation bottlenecks: (i) loss or damage of fiscal documents, (ii) operational overload of financial institutions, and (iii) inconsistent information across service channels. These factors directly affected the time to credit disbursement, reducing the program’s capacity to provide timely emergency support. Limitations: The study is limited to a specific territorial context and a relatively small sample, with a predominance of formalized and banked firms, which may introduce access and perception biases. Practical contributions: The findings provide insights for improving emergency credit policies, highlighting the importance of flexible documentation procedures, informational standardization, and strengthening operational capacity in financial institutions during disaster contexts. Social contributions: The study contributes to the broader debate on the effectiveness of public policies in disaster situations, particularly regarding the State’s ability to support vulnerable micro and small enterprises. Originality: This research offers an implementation-focused analysis of Pronampe Solidário from the perspective of both beneficiaries and implementing agents, identifying operational and informational bottlenecks that remain underexplored in the literature.
