Programas de mobilidade estudantil internacional no ensino médioimplicações para políticas educacionais

Resumo

The international student mobility in basic education is gaining greater importance in the Brazilian scenario. The focus of this paper is two-fold: 1) provide an overview of the international student mobility in higher and basic education in Brazil and, 2) analyse the exchange programs in high school created by state governments in-country, financed with public funding. Through an analysis of official digital documents available in websites and a bibliography review of studies and research about these programs, the main features of the six international student mobility programs in high school are mapped – scope, working model, reach and cost. Systematising this knowledge in an original way opens the opportunity for a comparative assessment of these policies for student international mobility and provides insight for future analysis. These programs target students between 14 and 17 years of age enrolled in the 1st or 2nd year of high school within the state public school system, who choose between two different modalities abroad – the high school or the language intensive course. The programs´ objective is to enable the learning and improvement of students´ additional languages, as well as the contact with different cultures, mainly from English and Spanish speaking countries. Even though the number of places available among these six mapped programs can vary considerably – from 7 to 1.000 places, the program with the greater coverage reaches only 1% of the total number of students in the respective school year of the state school system. Among the questions raised in this article are the ones about democratizing the access to international student mobility programs and the need to develop mechanisms for a more equitable access, the outlined objectives and the feasibility of reaching them in the short, medium and long term, as well as to what extent these are currently being monitored and assessed.
