Políticas públicas de governança e transparência para a indústria extrativa mineral

Resumo

This research is about governance and transparency and the case study is about how mining municipalities (mining cities) are working on their use of mining royalties. The mineral extractive industry that takes place in their territories moves a series of stakeholders and financial resources for a determined period. Starting from a literature review on governance, on the mechanisms of evaluation of municipal public management, transparency and accountability, the quantitative and qualitative methodology of this research involved a systematic review by thematic axes. For the selection of mining municipalities for the case study, we worked with the 10 largest mining municipalities with up to 100 thousand inhabitants, base year in 2021, and investigated the indicators of Municipal Human Development Index are relevant for monitoring municipal development, and whether the payment of royalties generated by the mining sector can be reversed in public policies to promote local development. Finally, in view of the analysis of the results obtained, there was a lag in the adequacy and frequency of the indicators available to evaluate the mining municipalities in the sample, and the limitation of the performance of the body the “Tribunais de Contas Estaduais” (State Court of Accounts). With some suggestions in the light of theories and possibilities for changing opinions based on the research literature on public governance, new mechanisms of transparency and governance can be suggested that promote greater efficiency in public management, in addition to the continuity of this research topic.
