Política pública local e a cadeia produtivaum estudo de caso

Resumo

The work presents the analysis of a program carried through for the city hall of the city of Piraí, located in the state of Rio de Janeiro, in which aims at to structuralize one politics of generation of jobs from the productive chain of deterrnined products. The execution of the program had beginning, with the planning and the construction of an industrial condorninium, that could not only generate jobs in the industries in it installed, but also provided chances of generation of jobs, in the previous and/or posterior periods of training ofthis possible generated productive chain. The participation of the city then would be extended to the qualification of the population, so that this, organized mainly with the forrnation of the cooperatives, with municipal financiaI support, could add it in the leveIs of the production. The municipal approach also was extended to the work forrn that demonstrated potentiality in the region, being the case of the incentive to the pisciculture. So, the generation of jobs if based on three great areas: the industry, the cooperative and the pisciculture. This program provided indirect benefits, beyond directly verified, gIven the prelirninary objectives, as one consequent improvement in the leveI of income of the population and a cornrnanded growth of the region. The public adrninistration emphasized the necessity to establish a forrn of cornrnerce integrated of the canaIs of local production, airning at to provide a satisfactory leveI of demand to the maintenance of the same ones. The benefit created by the governrnent of the city of Piraí, beyond the improvement in the referring traditional indices to the quality of life, can be observed in a bigger interaction of the citizenship process, by means of the cornrnunitarian entities, associations and cooperatives.
