Resumo

The state of Pernambuco had, in 1970, approximately 25% of the regional product, in 1985 the state had 17% of the regional product, confirming a strong tendency of spilling in the Domestic Regional Product in favor of the peripheral states with lower per capita income. One reason for these rearrangement in the regional production is strongly associated with the role of the investments of the private and public agents. The main objective of this study relies on the investigation of the local determinant of the private investments in Pernambuco, and on their main evidences presented which were based on the results of a research undertaken with a sample of 30 entrepreneurs in the state. The paper has also a study of the behavior of the state public accounts in the period between 1985 and 1995, with emphasis on the analysis of some indicators of state finance performance. The study analyses the evolution of the incited investments in Pernambuco, with emphasis on investments that come from the spends of BNDES, the fiscal incentives of FINOR/SUDENE, and from the Constitutional Fund of the Northeast Region (FNE), managed by BNB.
