Participation in health services and their management challenges and limitations in the municipality of São Paulo

Resumo

This study analyses the set of variables intervening in the participative management of health services in the São Paulo's municipality, stressing the ambiguities and contradictions inherent to an innovative political and administrative process. The questions exposition is developed in three stages: the first one states as a problem the subjects of participation and decentralization; the second describes the challenges faced by an innovative proposal for municipal administration, and the third specifically examines the problem of health.
