Participatian of the citizens in decision-makingaçude Castanhão, a case study

Resumo

In stable democracies, the public is usually involved in the planning process of water resources projects. In Brazil, this practice is embryonic and still involves a cultural change. At Ceará state, it was formulated recently a water resources policy at the same time of the water resources state plan. Simultaneously, the state lived the discussion about the construction of the Castanhão reservoir. The article presents a theoretical referential for public involvement in the planning process, as well as some important points ofthe debate.
