Resumo

Despite the usual emphasis on the role of the Executive Power in shaping a State’s foreign policy, other actors are equally crucial to formulate and to evaluate it. Focusing on the role of national Parliaments in the construction and supervision of foreign policy, this text analyzes the reactions of the Legislative Powers of France, the Netherlands and the United Kingdom to the policies adopted by Brazil towards the Amazon rainforest between 2012 and 2021. Through a qualitative approach of primary sources, the article examines documents issued by the bodies of the Executive and Legislative Powers of these three European countries. It is possible to note that, even though the international protection of the environment arose recently as one of the most important topics in several spheres of the international community, the growing rigorous approach of such theme by the international community seems to not have been followed by the foreign policies of the selected countries. By restricting their actions to the range of options traditionally adopted by international environmental regimes (bilateral dialogues, name and shaming, financial assistance, among others), national parliaments and Executive Powers do not seem to intend to adopt a more assertive approach towards Brazil and its environmental policies regarding the Amazon Rainforest. In this sense, it seems that the foreign discourse adopted by the selected European countries concerning the protection of the Amazon Rainforest is mostly directed to satisfy domestic and European demands related to their own internal disputes for political power.
