Ousadia providencial ou realismo cordato? Marcha forçada, ajuste recessivo e o balanço de pagamentos na década de 1980

Resumo

This paper is focused on the analysis of the effective contributions of the 2nd National Development Plan (II PND) in the reversal of the public deficit on the balance of payments verified between 1983-1984 in Brazil, face to the discussion involved with the benefits and the problems that are consequences of what can be considered as this last relevant public estate planning event that took place into the Brazilian Economics in the XX. To support this analysis, this paper presents a bibliographic review of the historical aspects added to an econometric study (based on the vector error correction – “VEC”) of this period. Based on those two complementary methodological instruments, this research demonstrates that the overcome on the public deficit came as a consequence of the maturity of the investments first implemented between 1975 and 1979, not denying the importance of other factors, such as exchange and credit policies implemented in the period.
