O PRONUCLEAR como política de formação de recursos humanos para a área nuclear no Brasil (1977-1986)

Resumo

The present text is a research on the human resources training program for the nuclear field (PRONUCLEAR), which took place in Brazil between 1976 and 1985 as a result of the nuclear agreement signed between our country and West Germany. The intention of this agreement was to enable the construction of nuclear plants and create a nuclear industry that included the transfer of technology for the national production of nuclear fuel. In this sense, PRONUCLEAR was planned to promote workforce formation at different levels for the Brazilian nuclear industry, from the technical training in high schools to the training and improvement of specialists conducted in foreign countries. This thesis offers the first systematic assessment of the aforementioned human resources training program, its expected consequences and its unintended effects. Therefore, regarding the nuclear field in Brazil, this research presents a critical assessment of the international cooperation process for training and professional qualification, as well as its consequences. We expect to shed new lights on aspects that remain of little knowledge concerning the Brazilian experience in the nuclear area.
