O orçamento público como ferramenta de planejamento e sua contribuição para uma gestão por resultadosreflexões a partir da experiência do município de Osasco

Resumo

The application of the Pluriannual Plan in Brazil as an effective strategic planning tool still poses many challenges. The knots that lead it to be a mere instrument of formalization of a previously outlined plan need to be untied. The example of the Municipality of Osasco illustrates the fact that we are going through a rapidly advancing process with regard to government actions and to improvements in the concept of result oriented management. However, full scale dissemination of the planning culture and of the adoption of democratic instruments and social participation is still in its infancy. Despite many setbacks there is a path that has already begun to be treaded.
