O olhar governamental sobre os Conselhos de Políticas Públicaso caso do Conselho Municipal de Saúde de São Paulo no período de 2001 a 2004

Resumo

The institutional proliferation of Public Policy Councils in Brazil is an indisputable reality. There are more than 28,000 City Councils established in the country, in which the amount of civil society councillors is over three times greater than that of democratically elected city aldermen. Even though these figures reinforce the positive expectations in this institutionalized participation mechanism, studies on this topic have shown the reduced influence of these bodies over the policymaking process. The purpose of this work is to give light to a less frequent approach in academic research to analyze the problems experienced by such Councils. This approach consists of investigating how governmental Council members view the experience of the Councils in which they took part and how they explain the performance of these public arenas. Based on the case study of the Municipal Health Council of São Paulo (Conselho Municipal de Saúde de São Paulo — CMS/SP) between 2001 and 2004, this work seeks to construe an alternative diagnosis about the Council’s performance, calling attention to the constraints experienced by the Government in policy negotiation; to the difficulties of the Municipal Health Secretariat of São Paulo (Secretaria Municipal de Saúde de São Paulo — SMS/SP) in carrying out participatory processes; to the negative assessment of governmental actors as to the legitimacy, representativeness and qualification of civil society councillors; and to the CMS/SP’s low proposal-making capacity.
