Resumo

This dissertation analyzes the implementation of the Aldir Blanc National Policy for Cultural Funding (PNAB) from 2023 to 2025, focusing on the reconstruction of state capacities within the Ministry of Culture and the subnational capacities mobilized by municipalities. The study examines the challenges of public policy evaluation and Brazilian cooperative federalism in the face of structural labor precarity in the cultural sector. A mixed-methods approach is adopted, combining a systematic literature review with bibliometric techniques, normative document analysis, administrative microdata processing, and a comparative case study of twenty municipalities in the Metropolitan Region of Campinas (RMC). The findings indicate a shift in the international debate on cultural policies from the creative economy paradigm toward an agenda centered on the informality of creative labor. In the Brazilian context, the effectiveness of this agenda is constrained by low taxonomic visibility in occupational and productive classifications (CBO/CNAE) and by precarious formalization through disguised self-employment (pejotização), which render the sector's technical workforce invisible and restrict access to social protection. The analysis of PNAB's execution reveals that federal coordination and technical assistance mitigated local asymmetries, as evidenced by the lack of significant correlation between the municipal PNAB funding volume and the efficiency of financial execution. However, the case study in the RMC demonstrates that spending quality and resource access patterns remained strongly conditioned by pre-existing state capacities. At this local level, high informality and disguised self-employment operate as exclusionary filters, resulting in the reproduction of institutional barriers in contexts with less structured labor markets.
