O choque das políticas econômicas de incentivo ao consumo com a lei federal n º 12.305/10 e seus reflexos nos municípios brasileiros

Resumo

This article aims to evaluate, in the periods between 2010 and 2017, whether the effects of theeconomic policy to encourage consumption in Brazil, which began in 2007, impacted the totalgeneration of urban solid waste (MSW). And it is intended to analyze whether Federal Law nº12.305/10, in its order of priority, specifically, which is the non-generation, reduction, reuse,recycling and environmentally appropriate treatment of MSW was successful in the period ofeconomic policies aimed at expansion consumption, and therefore aims to demonstrate the mainimpacts of the generation of MSW in Brazilian municipalities. An exploratory study with a qualitativeapproach and a bibliographic and documentary procedure was used as methodology. As a result,the economic policy adopted by the Brazilian Federal Government to encourage consumption mayhave contributed to the increase in the total generation of MSW in the analyzed period, 2010-2017. These economic measures contributed to a possible shock with the main basis of Federal Law nº.12.305/10, which is the non-generation and reduction of MSW, proving that, as of 2010, there wasan increase in the total generation of MSW and not a decrease. As a consequence of this increase,negative externalities are implied to the municipalities that can cause social, environmental,financial, health, and territorial impacts.
