New horizons for regulating the sanitation problem in Brazil

Resumo

In these last years of the century, Brazil will have to define a new type of State intervention for the social question. The enormous dimension of the problems of extreme poverty and destitution indicates that the solution will not come automatically as a consequence of the country's economic recovery and growth. The fiscal and financiai bases of the set of State actions to be taken in the social are must be reformulated within ther framework of a new pattern of intervention to be redefined.This article suggests that the design of a new sanitation system is now conditioned by a new series of characteristics: new combination public-private; new combination between govemmental levels; problems of financing; consideration and proper array of past debts of sanitation enterprises.
