Resumo
This dissertation arises from the intersection between the fields of study of Public Policy, Cultural Heritage and Memory and Discourses and Narratives in order to interpret actions of valorization of cultural heritage mobilized by the political-cultural collective Comunidade Cultural Quilombaque. Active in the neighbourhood of Perus, in the northwestern part of the municipality of São Paulo, since 2005, Quilombaque is a hub that brings together various artistic and political manifestations and other groups in the territory. In the field of Cultural Heritage, through the consolidation of the Museu Territorial Tekoa Jopo’i and the Agência Queixadas, they have developed trails that go through the heritage of the people of the neighborhood. They are difficult memories: the indigenous struggle for land, the abandonment of railway assets, the largest workers' strike that took place during the civil-military dictatorship, the disappearance of victims of State violence, the environmental crisis and the negligence of the public power in guaranteeing basic rights for the population. It is argued that the collective, in its cultural action, manages to articulate the denouncement of precarious situations with the announcement of the potentialities present in the territory of Perus. In relation specifically to its performance in the field of Memory, it is posited that the Museu and the territory are confused, since they transform the territory itself into a museum, while the Agência's tourism is made under the sign of resistance. The symbolic mediation promoted by the Museu educators brings out narratives of struggle eclipsed by the official policies of cultural heritage. Understanding this manifestation as one of the multiple languages of the public acting publicly and based on the study of the counter-narrative mobilized by Quilombaque, the research seeks to weave considerations about the limits of state actions of patrimonialization, as well as to characterize the differences and innovations that the Museum and the Agency bring to the fields of study of Public Policy and Cultural Heritage.
