Resumo
It was only after the Conference on Development of the Environment, held by the UNO in 1972, that Brazil started to plan for maintenance and preservation of its environment. Specific institutions were created for this purpose in the '70s, especially as from the second half of the decade. However, it was in that same decade that occurred the greatest expansion of activities which contributed to the degradation of the earth 's physical environment, with accelerated deforestation in the southern, southeastern and Midwestern regions of the country, although a greater emphasis on the control of environmental pollution in metropolitan areas also started them. A special legislation has evolved and may now be compared to what is found in the developed countries. Professional staffs to deal with problems of environment have been constituted, and almost every state is provided nowadays with an Environmental Secretary, or with a specific agency for such problems, albeit frequently a frail one. The population is still in need of effective indoctrination and, consequently, the some way be brought forth, allowing for an integration of the functioning environmental institutions with the organs for management of the government's sectorial policies. The environmental units' isolated action has an abrasive effect for their managers and professional people, at the same time hampering the desired good results, capable of leading to a sustainable development.
