Integração da América do Sula infraestrutura como um catalisador da integração

Resumo

This article presents a descriptive approach of international political and financial organizations that operate in South America and that aim at regional integration. A bibliographic review of economic studies that seek to demonstrate the importance of investment in infrastructure is carried out. Demonstrates integration initiatives through long-term planning and multinational projects with the Belt and Road Initiative and Initiative for the Integration of the Regional Infrastructure of South America (IIRSA) and the South American Infrastructure and Planning Council (Cosiplan) examples. Based on the expositions, three ways of achieving South American integration are proposed: joint work between international organizations; infrastructure as a driver of integration; and Brazil’s leadership in this process. It is understood that we have a number of international organizations already active in the region that should work together and invest in joint infrastructure projects benefiting countries and populations, integrating production chains and fostering commercial exchange between countries, developing the regions of the interior of Brazil. The need to have written commitment mechanisms with long-term macro integration strategies that are not susceptible to the political and ideological cycles of each country is exposed. It is argued that Brazil, due to its population and economic size, supported by its internationally recognized tradition of conciliation and negotiation and with the constitutional mandate, in its article 4, should promote and lead the South American integration project.
