Insumos para um planejamento de C&T alternativo

Resumo

At a time when marginalized sectors of society are increasing their capacity to manifest their interests, new demands will force a change in the productive and technological profile of our country. Whether it be to satisfy social needs or
 to add value to the natural and human resources we have at our disposal to serve our population and raise our competitiveness, the emerging demands for knowledge will be different from those which fuel the innovative world dynamic, oriented towards satisfying other societies. The future materialization of a scenario of greater equity, sustainability and autonomy demands an alternative style of S&T planning. This will promote the generation of a new dynamic of exploring the scientific and technological frontier and the application of its fruits in the space generated by the decentralization of political power, followed by economic power. This paper seeks interlocutors in the sectors of the research community, of the business and technobureaucratic world, whose technical capacity, vision of the future, political discernment and social conscience lead them to visualize that this scenario demands the democratization and decentralization of the decision-making process, and a greater social efficacy when implementing S&T policy.
