INSS em númerosuma análise das reformas e transformações vivenciadas pela autarquia a partir dos anos 2000

Resumo

Objective: The main objective of this research is to carry out an exploratory and descriptive study of the transformations that took place at the INSS in the 2000s, relating them to the theoretical framework and managerial/administrative reforms experienced by the public sector in Brazil. Methodology: In order to achieve this objective, a qualitative approach was adopted, focusing on documentary analysis of secondary data. The secondary data was obtained from academic sources, institutional reports, information made available by government systems on request, and public legal documents. The analysis included an evaluation of the evolution of benefit concessions, both in the administrative and judicial spheres. The analysis also considered external factors, such as technological advances, the creation of special courts in the federal justice system, the COVID-19 pandemic and globalization, which have expanded access to services in remote areas of Brazil. Studies and graphs were selected to illustrate the evolution of numbers at the INSS. Results: It is indicated that major administrative changes must be implemented in a balanced way, taking into account not only efficiency and modernization, but also maintaining specialized expertise and guaranteeing the quality of the services provided. Special attention should be paid to communication between the INSS and the other parties involved in the social security process. Limitations: A limitation of this study is the absence of primary data collection through interviews and the lack of systematized social security data prior to the reforms, which hinders more robust analyses and comparisons. In addition, the changes occurred simultaneously with technological advances, the creation of special courts, the pandemic and globalization, factors which also influenced the results. Applicability of the work: The results make it possible to evaluate the evolution of the numbers in the INSS, as well as the internal changes brought about by broader reforms in public administration
