Indicadores externos como instrumentos de avaliação de políticas

Resumo

The external policy of a given country is a vector deriving from several sources of influence, be it domestic policies and the objectives of the several sectors of the society, as well as the peculiarities of the external conjuncture at each moment. This article argues that the causality relationship depends not only upon domestic policies. The actual comparison with other countries might influence domestic policies and so affect the international insertion of the country. The argument is illustrated by the analysis of quantitative indicators used by Organisation for Economic Co-Operation and Development (OECD) and the relative situation of Brazil.
