Implementação da modelagem de governança organizacional no Ministério da Economia (2019-2022)desafios e oportunidades

Resumo

Purpose: The research addresses the experience of implementing organizational governance modeling in the Ministry of Economy in the period 2019-2022 and seeks to list the actions adopted, the challenges, limitations and perceptions of the agents directly involved in the execution of the model. Design/methodology/approach: Descriptive research with a qualitative approach was used, including consultation of documents and reports published on institutional websites and internal process management systems; as well as the application of a questionnaire to verify facts, opinions, and perceptions of key actors of the implementation process studied. Findings: The study made it possible to verify that some actions adopted throughout the process of implementing the governance modeling of the Ministry of Economy of Brazil in the period analyzed, such as conducting periodic cycles of planning and monitoring, and the application of performance indexes of the committees were favorable to the promotion of a qualified decision-making environment and deliveries. It was also concluded that communication and transparency were highlights of the model. In addition, the implementation of the modeling in stages, incrementally, promoted the satisfactory adherence of the agency's governance agents.
 Research limitations/implications: The study was limited to the restricted applicability of the concept of governance, specifically focused on the observation of how the structure of collegiates responsible for deliveries of more internal scope to the ministry was structured, and not as generally used in the broader sense of governance: dynamics of the organization's relationship with stakeholders, maintainers, or citizens. Practical implications: The research is the result of the observation and description of a practical activity of implementation of the governance model adopted by the ME. It was possible, from practice, to deepen the theoretical elements and collect the perception of the agents involved to reach the results recorded here. The conclusions allow us to verify the strengths and weaknesses of the adopted structure, the actions that contributed to the implementation of the model, as well as exploring possibilities of increasing the employment of a similar model in other public government units. Originality: The model presented in this study can be considered an apparently unique and innovative experience in the federal public administration in the period evaluated, which could be verified after the search of models and governance structures in about 30 organs of direct, indirect and foundational administration at the federal level. The study can contribute as an example of a model of organizational structure of internal collegiates as well as be a case study of lessons learned for bodies and institutions that intend to implement collegiate decision structures.
