Resumo
This article discusses the improvement needs of governments’ managerial efficiency, based on innovations concerning elaboration and provision of public services. Warns, however, there are not many advantages in being efficient in services that do not generate value for society. For that reason, the text seeks to associate those two drivers over the conceptual basis of public value theory, which goes beyond the debate on the efficient performance of resultsbased governments and argues over the generation of impact from public authority intervention, in terms of what would be its strategic purpose. From that methodological bias, the article will discuss about the aspects of prioritizing, financing and improving public services, as alternatives to foster the creation of governments that are efficient in management skills and effective in the impacts they seek to produce.
