Governança e políticas públicas no Centro Histórico de São Paulocaminhos para sua consolidação como destino turístico histórico e cultural

Resumo

This dissertation analyzes how management and territorial governance shape the use, perception, and attractiveness of the Historic Center of São Paulo, with a focus on urban tourism in the post-COVID-19 pandemic period. Although São Paulo has consolidated itself as Brazil’s leading urban tourism destination, its Historic Center has a relatively limited share in visitor flows, associated with challenges such as urban degradation, vacant properties, and a persistent perception of insecurity. The research adopts a qualitative, exploratory, and applied approach, combining literature review, document review, and semi-structured interviews with public and private stakeholders directly involved in the territory. Data analysis was guided by Thematic Analysis, enabling the identification of convergences, tensions, and gaps between formulated policies and lived urban experiences. The findings indicate that the transformation of the Historic Center constitutes a multidimensional process, conditioned by the articulation between urban security, housing policies, cultural activation, institutional communication, and tourism, requiring intersectoral governance mechanisms. Although recent advances are acknowledged, particularly in the fields of security, cultural activation, and tourism, institutional fragmentation and the mismatch between objective indicators and subjective perceptions continue to limit the territory’s permanence and attractiveness. The study concludes that tourism and culture can function as strategic instruments of urban revitalization when integrated into structural and continuous public policies rather than implemented as isolated initiatives. It reinforces the importance of participatory territorial governance, communication as an indirect public policy instrument, and the adoption of permanent coordination and monitoring mechanisms.
