Geração Cidadã de Dados e comunicação como dispositivos de incidência públicao caso do CocôZap

Resumo

This dissertation investigates how citizen-generated data (CGD), articulated with communication strategies, contributesto political advocacy in contexts ofstatisticalinvisibility. The case study is CocôZap, an initiative by the data_labe collective in the Complexo da Maré, Rio de Janeiro, which since 2018 has mobilized residents to report basic sanitation problems via WhatsApp and systematize the evidence in open databases. The empirical corpus comprises 322 complaints registered by CocôZap between 2018 and 2023, 1,178 service orders from COMLURB obtained through Freedom of Information requests, indicators from SNIS 2022 and the 2022 Census, and 268 publicationsfrom the @cocozapmare Instagram profile collected using the Zeeschuimer browser extension. The results show that the statistical invisibility of Maré is not a technical failure of official systems, but the product of methodological choices that operate at scales incompatible with territorial experience. The communication analysis indicates that the political efficacy of the initiative depends on an ecosystem that articulates community data collection, multi-platform circulation, and institutional engagement. The dissertation contributes to the fields of digital communication, data culture, and public policy by demonstrating that citizen data produces political impact when it traverses a complete cycle of production, systematization, circulation, and legitimation.
