Fundos públicos de investimento imobiliário e transparência governamental

Resumo

Purpose – Austerity in the public accounts and respect for the social function of real estate property legitimize formal discourses on the implementation of Public Real Estate Investment Funds (FPII) in Brazil. The research investigates the government's transparency of its management practices. Methodology – The research is exploratory, descriptive, methodological, and applied. Requests for information to the States of the Federation and the Federal District indicate which FPII exist in the national territory. Homogeneous patterns of linearity of the discourses of implementation of these funds authorize the regional context of the State of São Paulo as a univocal modality of qualitative research and its comparison with international experiences and solutions. Findings – FPII do not have government transparency. Their managerial practices reveal inferior performance to the public policies they intend to replace. There are no governance indices to monitor austerity and oversee the social function of property pointed out in their formal implementation discourses. Research limitations – The deepening of the research is restricted to the Real Estate Investment Fund of the State of São Paulo (FIISP), despite the news of FPII in other states. As the FIISP is the oldest and most comprehensive in terms of volume and value of demobilized assets, despite the geographic limitation of the research, its study allows the evaluation of government transparency indices applicable to the other FPIIs. Practical implications – Based on the experience of FIISP, government transparency indices for social control of FPII in other states can be replicated without major logistical or structural changes. Social implications – Improvement of social control of public policies. Originality – There is no previous record of similar research.
