Resumo
Objective – This research investigates how the formalization of recruitment and selection practices for commissioned positions in public service is perceived by public managers. It analyzes its influence on the identification of competencies, its relationship with transparency and the risk of political interference, as well as its acceptance when it allows managerial flexibility. Methodology – The study adopts a qualitative approach, based on semi-structured interviews with current and former managers of the State Secretariat of Finance of Rio de Janeiro (SEFAZ/RJ). Data analysis follows the thematic analysis technique, allowing for the identification of patterns and recurring perceptions on the subject. Results – The findings indicate that the formalization of recruitment and selection practices is perceived ambiguously: while some managers see it as a necessary mechanism to ensure transparency and professionalism, others view it as insufficient to capture the subjective competencies essential for strategic positions. Additionally, many believe that transparency can be instrumentalized by political actors, creating a paradox between institutional control and vulnerability to political capture. Finally, formalization is better accepted when it does not impose excessive rigidity and allows managerial autonomy. Limitations – The research is limited to a case study at SEFAZ/RJ, which may restrict the generalization of the findings to other public institutions. Furthermore, the researcher's prior relationship with some interviewees may have influenced responses, despite measures taken to mitigate this bias. Practical implications – The findings provide insights to improve recruitment and selection practices for commissioned positions, suggesting hybrid models that balance formal criteria with qualitative assessments, as well as mechanisms to protect the selection process from external political influences. Social contributions – The research contributes to the debate on the professionalization of public service by highlighting the challenges of formalizing the recruitment of commissioned positions. By proposing a more balanced model, it aims to strengthen public governance, promoting transparency without compromising administrative efficiency. Originality – This study enhances the understanding of the dilemmas surrounding the formalization of recruitment for commissioned positions, providing empirical evidence on how public managers perceive and react to these practices. The qualitative approach captures nuances that are often not evident in quantitative studies on the subject.
