Entre o passado e o futuroa disputa em torno da participação

Resumo

Brazil has experienced strong democratic oscillations that have affected the organization of forms of social participation in the country. The Brazilian democratization process ushered in a period of intense participation, reinforced by the promulgation of the 1988 Constitution, but this period was brought to an end, at least temporarily, with the impeachment of former president Dilma Rousseff in 2016. The impeachment ushered in a period of deinstitutionalization of participation, which reached its most critical point with the enactment of decree 9.759/2019 by the Bolsonaro government. Finally, from 2023, President Lula, at the start of his third term, began a process of reorganization and resumption of social participation in the country. The aim of this article is, through the analysis of these three distinct moments, to propose a theoretical-analytical framework capable of addressing the various patterns of organization (and disorganization) of participation in the country, as well as the new challenges that arise in this period of reconstruction of participation in Brazil. Based on case studies, the article is anchored in the analysis of the relationship between politics and policy, indicating a complex dynamic of expansion, retraction and reorganization of social participation, which is reflected in the changes in the Brazilian political scenario.
