Entre a participação e a decisãoinfluências no subsistema da política urbana de Vitória da Conquista (BA)

Resumo

Brazilian urban policy has historically been shaped by disputes over the production of space and the definition of urban development projects, permeated by structural inequalities and the capitalist logic of real estate valorization. Although the 1988 Constitution and the City Statute (2001) formally expanded mechanisms for social participation, the processes of formulation and revision of Urban Development Master Plans (PDDUs) continue to reveal tensions between institutional participation and the effective influence of peripheral populations. This dissertation analyzes how community associations influence — and face limits in influencing — processes of change in urban policy in Vitória da Conquista (BA), within the context of the revision of the PDDU. The study combines the Advocacy Coalition Framework (Sabatier & JenkinsSmith), Hall’s (1993) typology of paradigmatic policy change, and Béland’s (2019) ideational perspective, engaging with the literature on collective action and urban policy in Brazil. Methodologically, the research adopts a qualitative approach structured as a case study, based on thirteen semi-structured interviews conducted with actors from the public sector, private sector, and organized civil society, as well as documentary analysis of the master plan revision process. The analysis enabled the mapping of coalitions, the examination of repertoires of collective action, and the identification of the circulation and institutionalization of ideas within the decision-making process. The findings indicate the presence of a structurally asymmetric subsystem in which the business-technocratic coalition holds greater organizational and institutional capacity, stabilizing beliefs associated with developmentalist rationality and real estate valorization. Community associations participate in institutional arenas but operate in a fragmented manner and with limited resources, which constrains their capacity to form a durable counter-coalition. The analysis identifies a mechanism of dual filtering of influence: first, in the difficulty of collective coordination within civil society; and second, in decisionmaking arenas, through technical mediation and institutional centralization. As a result, ideas associated with the right to the city circulate within participatory arenas but face selective institutionalization. The observed changes are predominantly incremental, limited to adjustments in policy instruments and participatory procedures, without altering the prevailing urban paradigm. The dissertation contributes to the debate on policy change by demonstrating that, in urban contexts marked by structural inequalities, the formal expansion of participation can coexist with strong institutional stability in urban planning.
